ANC 6B Project Checklists

Advisory Neighborhood Commission 6B follows a standard approach in its review of applications for permits/licenses from the Board of Zoning Adjustment (variances and special exceptions), Historic Preservation Review Board, Public Space, and Alcoholic Beverage Regulation Administration (ABRA).  This is a checklist of information and material that ANC 6B requests applicants bring with them when they appear before the Commission and its two committees (Planning and Zoning and Alcohol Beverage Control). 

In all instances, applicants should first contact the ANC 6B office and communicate with Bert Randolph, Staff Assistant, to confirm the timing for ANC 6B consideration of their project, go over the information the Commission will want to review, and ask any questions about the Commission’s process.  The ANC 6B office phone is 202-543-3344.  Mr. Randolph can be reached by email at bert@anc6b.org or office@anc6b.org

Schedule: Applicants will be asked to present their project to either the Planning and Zoning Committee (first Tuesday of the month, 7 PM) or the ABC Committee (first Thursday of the month following the first Tuesday), 7 PM.)  Check the ANC 6B website for the exact times and locations for these committee meetings. 

Copies: Applicants are requested to bring 10 copies of items to be circulated among Commission members during hearings; at the end of each hearing, two copies will be retained for the Commission’s files and the balance returned to the applicant.

Community views: Following each applicant’s presentation and an initial round of questions from Commissioners, statements from anyone attending the hearing who wishes to comment on the application will be invited.  The applicant will be given an opportunity to respond to community comments.  The Commission will also review any letters or other expressions of support or opposition it has received or that are presented by the applicants or others for consideration. 

Board of Zoning Adjustments/BZA Cases (variances and special exceptions):

  • Copies of the project plans, including front, rear, and side view drawings as appropriate.
  • A plat of the lot and the lots around it showing the relationship among the applicant’s building, adjacent properties and alleys (if any).
  • A map, such as a “Google overhead map”, that shows the applicant’s lot in context with the rest of the block and adjacent blocks.
  • Photographs of existing conditions (multiple views as appropriate).
  • Description of steps taken to inform neighboring property owners of project plans, especially abutting property owners.
  • Letters of support from neighboring property owners, especially from the owners of abutting properties; where letters of support are not available, applicants are asked to describe efforts made to reach these owners.

Historic Preservation Review Board/HPRB (Historic Preservation Office/HPO, DC Office of Planning)

  • Copies of project plans, including front, rear and side view drawings as appropriate.
  • A plat of the lot and the lots around it showing the relationship among the applicant’s building, adjacent properties and alleys (if any).
  • A map, such as a “Google overhead map”, that shows the applicant’s lot in context with the rest of the block and adjacent blocks.
  • Photographs of existing conditions (multiple views as appropriate), especially showing view lines of proposed changes to the exterior of the building from public streets and alleys.
  • Description of steps taken to inform neighboring property owners of project plans, especially abutting property owners.  In the case of proposals to change the sides and/or rear of the building, applicants should also contact the owner of the property directly to the rear.
  • Letters of support from neighboring property owners, especially from the owners of abutting properties (side and rear); where letters of support are not available, applicants are asked to describe efforts made to reach these owners. 

Alcohol Beverage Control Board/ABC, Alcohol Beverage Regulation Administration/ABRA

  • The Commission will have received the placard information from ABRA in advance of the ANC 6B hearing.
  • For applications for new licenses:
    • The applicant must have received and posted the ABRA-issued placard announcing the new application.
    • Description of the type of license, any endorsements, and description of the business.
    • Drawings showing the proposed use of internal and, where appropriate, external space of the planned establishment.
    • Description of the hours the applicant requests for opening and closing, along with any request for outdoor seating and/or an entertainment endorsement.
    • Description of steps taken to inform owners of residential property, either on the same block face, across the street, or abutting the back alley serving the property.
    • The Commission will ask if there are any letters of support from nearby residential property owners.
    • The Commission will ask if the applicant is prepared to sign a Voluntary Agreement with ANC 6B.
  • For license renewals:
    • The applicant must have received and posted the ABRA issued placard announcing the request for renewal.
    • Information regarding any complaints that have been filed with ABRA concerning the licensee since the last license renewal. The Commission routinely requests from ABRA the list of all complaints and their disposition.
    • Where appropriate, the Commission will ask if the applicant is prepared to sign an updated Voluntary Agreement.
  • For substantial changes in licenses:
    • The applicant must have received and posted the ABRA issued placard announcing the request for changes.
    • Description of the change requested.
    • Where appropriate, the Committee will ask if there are any letters of support from nearby residential property owners.
    • The Commission will ask if the applicant is prepared to sign an updated Voluntary Agreement that, among other things, captures the terms of the requested substantial change.

Public Space Committee – Office of Public Space, District Department of Transportation

  • Sidewalk Cafes
    • Copies of the proposed plan for the use of public space, including drawings, showing size and distances from building, tree boxes and sidewalk, of proposed furniture, removable fencing, etc.
    • Photographs of existing conditions.
    • Description of steps taken to inform neighboring property owners of project plans, especially abutting property owners. On blocks with a mixture of commercial and residential properties, the Commission will inquire about efforts to notify both residential and commercial property owners of the application.
    • Letters of support from the owners of abutting properties; where letters of support are not available, applicants are asked to describe efforts made to reach these owners.
  • Street Closures for Races
    • Copies of maps of the proposed route showing estimated times when major intersections would be closed and then opened to traffic.
    • Description of discussions with the Metropolitan Police Department regarding management of crossing traffic at major intersections impacted by the proposed route, including possible use of rolling closures to maximize the flow of traffic during the event.
    • Description of steps planned to inform residents, businesses and institutions along the proposed route of the race logistics well in advance of the event.
    • Description of proposed staging area and arrangements for races and supporters to come and go from the site without parking cars on adjacent residential streets.
    • Description of plan to set up water stations, especially where set up is to occur during early morning hours before residents are awake and noise is a factor; and description of plan to clean up water station debris after race is concluded.
