Safety Improvement Project Should Include ALL of 17th Street

As I mentioned in my previous post, DDOT’s Safety Improvement Project for 17th and 19th Streets does not include  the 700 and 800 blocks of 17th Street SE, a stretch of the corridor that experiences heavy traffic volume due to the “Authorized Vehicle Only” access road to the Southeast/Southwest Freeway at Barney Circle.

To help ensure that DDOT considers traffic calming and pedestrian safety measures along the entire 17th Street corridor, I’ve asked ANC 6B to support sending the following letter to DDOT urging the agency to include the 700 & 800 blocks of 17th Street SE in the Safety Improvement Project. ANC 6B will consider the letter during its July 10 full commission meeting.

Advisory Neighborhood Commission 6B (ANC 6B) requests that DDOT include the 700 and 800 blocks of 17th Street SE in the Safety Improvement Project for 17th and 19th Streets.

DDOT is holding a series of public meetings to discuss roadway improvements to enhance pedestrian and vehicle safety along 17th and 19th Streets SE, two of the most heavily trafficked and dangerous streets on Capitol Hill. In announcing the project, DDOT defined the project area to include 17th and 19th Streets between Benning Road NE and Potomac Avenue SE. ANC 6B has been urging DDOT for years to address the dangerous conditions along these two residential streets that are now major north-south commuting corridors. The Commission is glad that DDOT finally says it plans to address these concerns.

Unfortunately, though it is clearly a part of the corridor, DDOT did not include the 700 and 800 blocks of 17th Street SE, the remaining portion of 17th between Potomac Avenue SE and Barney Circle SE, in the project area. While this stretch is two-way, residents of the 700 & 800 blocks of 17th Street SE deal with the same high volume of traffic and excessive vehicle speed that exists north of Potomac Avenue SE. Most vehicles travel this southern stretch of 17th Street to use the “Authorized Vehicle Only” access road to get on the Southeast/Southwest Freeway. Speeding is a particular problem due to the incline of the roadway as it approaches Barney Circle. A number of accidents have occurred in this section of the roadway, including one that damaged the fence at Barney Circle.

In addition, the intersection of G Street SE and 17th Street SE is a major pedestrian crossing. Congressional Cemetery operates a dogwalking program, and many residents cross 17th Street SE with their dogs at G Street SE to access the west gate of cemetery. Currently, there is no crosswalk at this intersection.

Logically, the remaining two blocks of 17th Street SE above Barney Circle should be included in the DDOT analysis. ANC 6B urges the department to add this segment now. If for some reason DDOT is unable at this stage to include the 700 & 800 blocks of 17th Street in the Safety Improvement Project, ANC 6B requests that DDOT simultaneously conduct an independent study of these two blocks to determine appropriate traffic calming and pedestrian safety measures. Ignoring the significant pedestrian and vehicular safety issues along this section of 17th Street SE is not acceptable.

17th & 19th Street Safety Improvement Project Meeting Recap

Around 50 residents attended last night’s District Department of Transportation (DDOT) meeting on the 17th and 19th Streets Safety Improvement Project. The meeting was facilitated by Michelle Pourciau, vice president at McKissack & McKissack, the firm that DDOT has hired to manage the project. Here were my takeaways:

  • As I mentioned in an earlier post, last night’s meeting was meant to introduce the project, share data and get community feedback. DDOT plans to hold two public charrettes the week of July 30 to discuss potential strategies for improving safety along the corridors. One of these meetings will be held in Southeast while the other will be in Northeast. I’ll be sure to post the meeting dates and times once they are set. I encourage everyone interested in safety along 17th & 19th Streets to attend one of these two charrettes. DDOT plans to have final recommendations ready in September.
  • Using post-it notes, residents were able to identify issues on a large map of the area, such as the high volume of truck traffic on the corridors and the need for safer pedestrian crossings near Congressional Cemetery and the Stadium-Armory Metro. The map was helpful in pointing out particular areas of concern to DDOT staff.
  • DDOT and McKissack & McKissack shared a number of facts about 17th & 19th Street. It appears the busiest intersection along the corridor is 17th Street SE and Potomac Avenue SE, which sees an average of 10,400 vehicles per day. There was a clear recognition by DDOT that 17th Street is a morning commuter corridor.
  • The common themes mentioned by residents during the feedback period were: speeding, pedestrian safety, truck traffic, different character of 17th Street in Southeast versus Northeast, parking and the need for prompt action to improve safety along the corridors.

  • A majority of attendees living north of C Street NE clearly did not want 17th and 19th converted to two-way streets in their neighborhood. Attendees living south of C Street NE spoke both in favor of two-way conversion and against. There was some question as to how two-way conversion would affect on-street parking.
  • For some inexplicable reason, DDOT did not include the stretch of 17th Street SE between Potomac Avenue SE and Barney Circle in the project. I’ve asked DDOT to consider this stretch of road as part of the project, particularly due to speeding along the corridor and traffic volume from vehicles using the authorized vehicle only access to the Southeast/Southwest Freeway.  DDOT representatives said they would see if this stretch could be added to the project. If not, DDOT committed to looking at traffic calming/safety options for the 700 and 800 blocks of 17th Street SE.
  • A number of residents mentioned that adjusting the traffic signals along 17th Street SE could help reduce speed. Currently, a vehicle can travel without stopping from at least Independence Avenue SE to Barney Circle SE.
  • There remains confusion about whether 17th & 19th are considered “minor arterials” or “evacuation routes” and what that means for traffic calming measures on the corridor. DDOT plans to clarify this question at the public charrettes.

Friday Updates: Ward 6 Family Day, DDOT Meeting, Res. 13, PSA 108

  • Councilmember Tommy Wells is hosting the 6th Annual Ward 6 Family Day tomorrow (Sat., June 23), 12:00 pm – 4:00 pm at the newly renovated Rosedale Recreation Center (1701 Gales Street NE). There will be live music, free food, swimming and other activities. Hope to see you there!
  • A quick reminder that the District Department of Transportation (DDOT) is hosting an introductory meeting on the 17th and 19th Streets Safety Improvement Project this Monday, June 25, 6:30 pm – 8:00 pm at the Friendship Charter School Blow Pierce Campus (725 19th Street NE). See my previous post for additional information on the meeting.
  • ANC 6B is still waiting for a response from the District Department of Consumer & Regulatory Affairs (DCRA) on our May 16 letter (pdf) seeking clarification on how the agency handles permits at Reservation 13/Hill East Waterfront. We are concerned that DCRA is incorrectly classifying the site as “unzoned” when issuing permits. I’ll post their response if and when we hear back from the agency.
  • In lieu of a recap of last night’s PSA 108 meeting (I was unable to attend), I’m posting the June PSA 108 newsletter. The newsletter includes a helpful crime map and some burglary prevention tips. A big thanks to Hill East resident Kris Lafko who takes the lead on the monthly PSA 108 newsletter.

Additional Info. on 17th & 19th Streets Safety Improvement Project Meeting

I’ve learned some additional information about next Monday’s (June 25) DDOT meeting on the 17th & 19th Street Safety Improvement Project:

  • There will be no major decisions made at the June 25 meeting. DDOT  intends to introduce the purpose of the project and the key staff who will be involved in seeking community feedback. McKissack & McKissack, a firm that specializes in transportation, has been hired by DDOT to help facilitate the meetings and propose solutions to problems on 17th & 19th Streets. DDOT and McKissack & McKissack will provide an overview of the current status of traffic/speeds along 17th & 19th, recap the many studies that have been completed of traffic along the two streets and seek feedback from residents on additional safety issues.
  • After this initial meeting, DDOT plans to hold public charrettes where residents will discuss various options to deal with safety issues along the corridor.  Meetings will be held in both Southeast and Northeast.
  • The goal is not to drag the process out – DDOT wants to hold these meetings and get recommendations as soon as possible. I have urged DDOT and McKissack & McKissack to move as quickly as possible to the recommendation and implementation stages.
  • “Everything is on the table” according to McKissack & McKissack when dealing with traffic volume and speed on 17th & 19th, including the Capitol Hill Transportation Study’s recommendation to make both streets two-way. The June 25 meeting and the charrettes are designed to ensure that residents have a voice in decisions made about 17th & 19th Streets.

Again, the first meeting will take place on Monday, June 25, 6:30 pm – 8:00 pm at Friendship Charter School (Blow Pierce Campus), 725 19th Street NE. I plan on attending the June 25 meeting and will post a recap. I also plan to submit to DDOT and McKissack & McKissack the list of issues raised by residents during the June 6 ANC 6B Transportation Committee meeting. If you can’t make the June 25 meeting, there will be plenty of opportunities to provide your comments and feedback during the charrette process.

DDOT Announces June 25 Meeting on 17th & 19th Street Safety Improvement Project

DDOT crews patched portions of 17th Street SE near E Street SE on June 13. Hopefully this will help reduce some of the truck noise for residents.

Mark your calendars! The District Department of Transportation (DDOT) will hold a public meeting on the 17th and 19th Street Safety Improvement Project on Monday, June 25 from 6:30 pm – 8:00 pm at Friendship Charter School (Blow Pierce Campus), 725 19th Street NE. DDOT and McKissack and McKissack, a consulting firm hired by DDOT,  are expected to share some new data and (hopefully) strategies for slowing down traffic along the entire 17th and 19th Street corridors.  DDOT Director Terry Bellmany and Ward 6 Councilmember Tommy Wells are expected to attend.

I’m hopeful that we will learn more from DDOT than we did during the June 6 ANC 6B Transportation Committee meeting. I’ll post additional information about the meeting as I learn more.
