Neighborhood Crime to Be Discussed at Aug. 28 Community Public Safety Meeting

In the aftermath of last week’s assault near Eastern Market, the Metropolitan Police Department and Ward 6 Councilmember Tommy Wells have scheduled a Community Public Safety meeting next Tuesday, August 28, 7:00 pm – 9:00 pm at the Hill Center (921 Pennsylvania Avenue SE). Unfortunately, violent crime and robberies are up this year across the Hill, including in Hill East.  MPD First District Commander Daniel Hickson will provide an update on the assault investigation and MPD’s efforts to keep all of Capitol Hill safe.

In addition to attending next week’s meeting, I encourage you to take a few moments a recent The Hill is Home blog post that includes helpful advice on staying safe from MPD.


Tuesday Updates: 17th Street, PSA 108, Pretzels, Crepes

  • A quick update on ANC 6B’s effort to get a speed camera installed on 17th Street SE. MPD’s contract with the speed camera vendor is finalized but awaiting the approval of the DC Council. Since the Council is on recess, approval of the contract is not expected until September at the earliest. MPD still has 17th Street SE on its list of streets in need of photo enforcement. Note that MPD has removed the portable camera at 19th Street SE and Burke Street SE but plans to rotate it back to that location periodically. In addition, Ward 6 Councilmember Tommy Wells has created a task force to study fine reductions for speed cameras located across the District.
  • Speaking of MPD, check out PSA 108’s August Newsletter (pdf) for advice on reporting suspicious individuals and activity and the latest neighborhood crime statistics. This month’s PSA 108 meeting is this Thursday, August 16, 7 pm at Liberty Baptist Church, 527 Kentucky Avenue SE.
  • The Pretzel Bakery was featured in the cover story for last week’s Washington City Paper.  The story focused on how the Pretzel Bakery and other businesses are using DC tap water in their recipes. Congratulations to owner Sean Haney on the article…and for making fantastic pretzels!
  • Crepes on the Corner (257 15th Street SE) is hosting a weekly Farmer’s Market on their patio. Make sure you  stop by on Saturday’s between 10 am and 2 pm to purchase some fresh fruit (and a crepe!).

D Street SE Block Party on Saturday

The residents of the 1500 and 1600 blocks of D Street SE are hosting their annual block party tomorrow (Sat., Aug. 4) from 10 am – 6 pm. All are welcome. The party will be located between 15th and 16th Streets SE on D Street. Should be a great time and a wonderful opportunity to meet and/or catch up with neighbors. Hope to see you there!

17th & 19th Streets Charrette Meeting #2 Notes

Recommendations from the 17th Street SE table at the July 31 charrette meeting.

Last night, DDOT wrapped up the public charrette portion of the 17th & 19th Streets Safety Improvement Project with a second meeting at Pilgrim AME Church in Rosedale. Aroun d 30-40 attendees again divided up into six groups to examine various portions of the 17th and 19th Street corridors. Given the location, the 17th and 19th Street NE tables had significantly larger groups than the SE tables.

Not a whole lot of new information to add from the Meeting #1 recap. Once again, I participated in the 17th Street SE group along with two other residents and a McKissack & McKissack consultant. Our table agreed with the Monday group’s recommendation to maintain 17th Street SE as a one way street but reduce it to one lane with a bike lane and on-street parking on both sides of the street.  We also suggested installing bulbouts or neckdowns at each intersection between East Capitol Street SE and Barney Circle SE, which would narrow the road and shorten the pedestrian crossings.

A few other suggestions from our group:

  • A four-way stop should be installed at 17th Street SE and  D Street SE, an intersection that is about half way in between the signals at Mass Ave. SE and Potomac Ave. SE.
  • Get rid of the current rumble strips. They are ineffective and create more noise.
  • Discourage or restrict truck traffic on 17th. Group supported placing a temporary sign on I-295 near East Capitol exit advising motorists that 11th Street bridge ramp is now open.  
  • Better signage and street marking needed along the entire corridor.

DDOT and McKissack and McKissack plan to release their final recommendations/plans for 17th & 19th Streets during a mid-September meeting.  I’ll post the meeting date/time/location once it is announced.

17th & 19th Street Charrette Meeting #1 Recap

Residents discuss traffic calming strategies for 17th Street SE at the July 30 charrette meeting.

Last night, about 30-40 residents joined representatives from the District Department of Transportation (DDOT) and the consulting firm McKissack & McKissack for the first of two public charrette meetings on the 17th & 19th Streets Safety Improvement Project. Organizers divided attendees into six groups, each assigned to a different portion of the 17th and 19th Street corridors:

17th Street

  • Benning Road NE to C Street NE
  • C Street NE to East Capitol Street NE
  • East Capitol Street SE to Barney Circle SE

19th Street

  • Benning Road NE to C Street NE
  • C Street NE to East Capitol Street NE
  • East Capitol Street SE to Potomac Avenue SE

Each group gathered around a map of their portion of the corridor and used cut-outs and markers to suggest improvements. For example, you could place a cut-out of a stop sign on an intersection in need of a signal.

Since my district, ANC 6B09, contains a significant portion of the 17th Street SE corridor, I joined the 17th Street SE group, the largest of the six groups. After some initial discussion, the group prioritized the following issues for the 17th Street SE corridor:

  • Speed
  • Pedestrian safety/bike safety
  • Large trucks
  • Air quality
  • Noise
  • Litter

Here were the group’s recommendations:

  • After a lengthy discussion about whether 17th Street SE should be one way or two-way, the group coalesced around keeping the corridor one way but reducing it to one lane, adding a bike lane and preserving both sides of on street parking. This change would essentially make 17th Street SE look like 15th Street SE and would certainly slow traffic down and make 17th Street a less attractive route for commuters. In the short-term, such a change would probably reduce air quality, though traffic volume over the long-term would likely decrease.
  • The idea of converting 17th Street SE from one-way to two-way received mixed reviews from the group. Proponents felt that two-way traffic would reduce speeds and volume along the corridor and could be accomplished while maintaining the existing level of on-street parking. Opponents of two-way conversion voiced concerns about pedestrian safety (looking both ways instead of one way) and about increasing northbound truck traffic. Trucks currently access 17th Street SE at Barney Circle but are forced to turn right at Potomac Avenue SE.
  • Short-term recommendations included adding a stop sign at 17th and D Street SE, adding pedestrian markings and crossings at 17th & C Street SE and 17th & G Street SE and re-timing the stop lights to slow traffic down.  The group also liked the idea of adding “bulbouts” at 17th and Massachusetts Ave. SE, 17th and E Street SE and 17th and Potomac Avenue SE.
  • Speed cameras for the corridor were recommended by the group. ANC 6B has requested that MPD place a speed camera somewhere along the 17th Street SE corridor. Group members suggested 17th and Mass Ave., 17th and Potomac Ave. and 17th and Barney Circle as potential camera locations.
  • The group recommended truck restrictions based on weight for the entire corridor. With the 11th Street bridge project now complete, we asked DDOT representatives if they could put a temporary sign on I-295 encouraging truck traffic to use the bridge instead of exiting on East Capitol Street.
  • To tackle noise, the group suggested removing the ineffective rumble strips on 17th Street SE and re-paving the entire stretch of road. Attendees also wanted to restrict tour/commuter bus traffic on 17th Street SE.
  • The 19th Street SE group suggested two-way conversion from East Capitol to Potomac Ave. and pedestrian crossings at 19th & Burke and 19th & C Streets SE.
